PERM (Permanent Labor Certification Program) is the employment-based immigration.

EB-2

EB-2 category, as known as the Second Employment-Based preference, is for foreign national professionals with an advanced degree (beyond a baccalaureate degree) or a baccalaureate degree and at least five (5) years’ progressive experience in the profession; and persons with exceptional ability in the arts, sciences, or business.  Exceptional ability means having a degree of expertise significantly above that ordinarily encountered within the field.

EB-3 category, as known as the Third Employment-Based preference, is for foreign national ‘professional workers’ with a U.S. bachelor’s or foreign equivalent degree and with a job offer from a U.S. company, OR for ‘skilled workers’ for positions that require at least two (2) years of training or experience and with a job offer from a U.S. company, OR for positions that require less than two (2) years training or experience and with a job offer from a U.S. company
